The EUR became the ideal location for a set of sports facilities built to meet the specific needs of the XVII Olympiad and the increasingly pressing sporting needs of the capital.  The idea for this monumental complex dates back to 1935 in anticipation of the Universal Exhibition of Rome (EUR), called «Olympics of Civilization» and better known under the abbreviation of «E.42».  The project of «E.42» was based on the schemes of Roman cities which, even today, are the basis of every urban plan worthy of the name. On that occasion, it was preferred to create a new neighborhood that was both classical and modern, aiming for two objectives: to organize the exceptional Exhibition and then, once the event was completed, to use the buildings for a more dignified layout of cultural, artistic, and recreational institutions. Thus was born a truly imposing complex, composed of majestic buildings including the Palazzo dei Congressi, which hosted fencing competitions during the 1960 Games, thanks also to the experience gained in 1955, when the world championships in this sport were held in the same rooms.
